Hiring Workers in Qatar: MADLSA Quotas, Timelines, and What Employers Need to Know

Qatar's economy has continued expanding since the 2022 World Cup - hospitality, logistics, and retail infrastructure built for the tournament has driven sustained demand for blue-collar workers across all of Doha's commercial districts, Lusail City, and the Hamad Port industrial zone.

For first-time employers deploying to Qatar, the MADLSA (Ministry of Administrative Development, Labour and Social Affairs) system is more structured than UAE but less complex than Saudi Arabia. Here is what to verify before you start.

The MADLSA System

MADLSA governs all work permits and employment contracts for Qatar. The workflow has three key stages:

1. Quota approval: MADLSA allocates employer-specific work permit quotas. Your quota must be approved before sourcing can begin. For established employers with an active MADLSA employer file, this takes 5-7 days. New employers should expect 10-14 days for initial file verification.

2. Contract authentication: All employment contracts must be submitted through the MADLSA Recruitment Portal before workers board their flight. The portal registers the contract and issues a recruitment permit for each worker. This step - which doesn't exist in UAE - adds 2-3 days to the Qatar timeline.

3. Visa stamping: Individual visa stamping runs 5-7 days through the Qatar immigration system.

Minimum Wage

Qatar introduced a non-discriminatory minimum wage of QAR 1,000/month in 2021, rising to QAR 1,100 in subsequent updates. This applies to all workers regardless of nationality and must be the floor on any demand letter salary. Your demand letter will be rejected if the stated salary falls below QAR 1,100 for any role.

Labour Accommodation Standards

Qatar enforces strict accommodation standards following post-2022 legacy commitments. Employer-provided accommodation must meet the MADLSA housing standard: a minimum floor area per worker, separate kitchen and toilet facilities, and compliance with the temperature and ventilation requirements set for Qatar's climate.

The accommodation certificate attached to your demand letter must confirm the accommodation meets these standards. A generic "employer-provided accommodation" statement is not sufficient - MADLSA specifically verifies accommodation capacity.

Hospitality and Retail in Qatar

Qatar's post-World Cup hospitality and retail sector has expanded significantly. Lusail City alone added dozens of restaurants, hotels, and retail outlets between 2023 and 2026. For hospitality employers (hotels, catering companies, restaurant chains) and retail operators (malls, supermarkets), Qatar is an active sourcing destination with a well-established compliance pathway.
