Hiring Workers in Kuwait: PAM Quotas, Timelines, and What First-Time Employers Get Wrong

Kuwait operates differently from UAE and Bahrain in ways that catch unprepared employers. PAM verification, first-time deployment timelines, salary benchmarks, and compliance specifics.

Kuwait looks similar to UAE on paper - GCC country, accepts Indian workers, has a bilateral labour agreement - but operates differently enough in practice to catch employers who assume the same playbook applies.

The main difference is PAM (Public Authority for Manpower), Kuwait's labour authority, which runs one of the more thorough employer verification processes in the region. Good for worker protection. Slower for first deployments.

PAM Verification and Quota - What to Confirm First

Before AK International can legally source workers for a Kuwait employer, your company needs a valid PAM file number. PAM issues this after verifying your Commercial Registration, PACI (Public Authority for Civil Information) record, and accommodation documentation.

If your PAM file is already active, the process moves at a reasonable pace. If you're deploying to Kuwait for the first time, account for 7-10 additional days just for PAM file establishment - and expect back-and-forth on accommodation documentation.

Quota allocation is sector-specific. Logistics and warehousing companies are typically allowed a higher expatriate ratio than domestic service sectors. Confirm your ISIC sector classification before applying - a wrong classification lands you in a lower quota tier.

KWD is the strongest GCC currency - 1 KWD 3.25 USD. The local currency figures look lower than UAE, but the USD equivalent is competitive.

Compliance Points Worth Knowing

Industrial and logistics workers fall under Kuwait's Private Sector Labour Law (Law No. 6/2010). This is legally distinct from domestic worker law (Law No. 68/2015). Make sure your role classifications map correctly to the industrial category - GAMCA clearance processed under the wrong framework creates delays on arrival.

GAMCA medical is mandatory. Kuwait does not recognise alternative certificates from non-GAMCA centres, regardless of the issuing hospital.

Workers must be at least 21 years old for industrial roles. Younger workers will have visa applications rejected at the authority level.
