Every soft opening that struggles in the first two weeks — inconsistent service, housekeeping falls behind, kitchen understaffed at first cover — has the same root cause: workers arrived too late to complete structured induction before guests arrived.

The Demand Letter Timing Rule
For UAE hotel deployments (15–18 day timeline), the demand letter must be issued 6 weeks before your target staff-ready date — not your opening date. Staff-ready means workers are on property, inducted, and cleared by department heads for live service. That typically requires 3–5 days of pre-opening induction after arrival.
Working backward from a UAE hotel opening:
- Opening date: Day 0
- Staff-ready date: Day -4 (workers inducted and cleared)
- Workers arrive: Day -7 (arrival + 3 days induction buffer)
- Demand letter deadline: Day -25 (15 working days + 7 travel days + 3-day buffer)
In practice, issue the demand letter 8 weeks before opening. This absorbs GAMCA medical delays, documentation revisions, and peak-season travel congestion.
For Saudi Arabia (20–24 days): 10 weeks before opening. For Qatar (18–22 days): 9 weeks before opening.
How to Size Your Pre-Opening Batch
Pre-opening hotels typically require 2.5–3x the steady-state headcount they intend to run at 30% occupancy:
F&B service staff: Sized for 70% occupancy from Day 1 — not for the first quiet week. Opening weekend occupancy in UAE 4- and 5-star hotels often hits 80–90% before the GM has finished the first month's payroll.
Housekeeping: Size for your total room inventory, not expected occupancy. Every room needs to be turned once in the first week, regardless of occupancy pattern. Under-size housekeeping and you start the second week behind.
Kitchen helpers / stewards: The ratio that consistently catches pre-opening hotels off-guard is the stewarding-to-kitchen ratio. High-volume opening F&B requires more stewards, not just more commis. Budget 1 steward per 2 kitchen helpers minimum for opening-week production levels.
Department Sequencing: Who Arrives First
Not all departments should arrive simultaneously. The sequencing that works:
Housekeeping arrives Day -7 (7 days before opening): First on property, first inducted. Housekeeping needs to have the building clean and guest rooms presentation-ready before any other department begins live service.
F&B and stewarding arrives Day -5: Full F&B induction, POS training, and station setup can run while housekeeping completes final room preparation.
Kitchen helpers and commis arrive Day -4: Kitchen production and mise en place setup in the final days before first cover. Last to arrive because they are first to work at full intensity.
What the Pre-Opening Demand Letter Must Specify
Pre-opening hotel demand letters require more detail than standard hospitality demand letters:
- Separate headcount per department: Do not group all roles in one generic category
- Arrival date per department batch: Specify the phased arrival in the letter to allow AK International to structure batch scheduling accordingly
- Induction availability: Confirm your training team is on property and available for the arrival schedule you've specified
- Accommodation confirmation: Pre-opening properties sometimes have staff accommodation not yet fully commissioned. Confirm availability before workers depart India.
